A New York ID card is a form of identification for residents who don’t drive. Anyone with lawful status in the US can get a non-driver ID card, and New York also allows those without lawful status to apply.
There are three types of New York ID cards; however, the basic process to obtain a standard, enhanced, or REAL New York ID card is similar. It involves visiting a Department of Motor Vehicles (DMV) office, providing required documentation, and paying an application fee.

Types of New York ID Cards
These government-issued photo IDs provide proof of identity and New York residency. However, different types of ID cards offer particular features and permissions.
Here’s a brief overview of each type of non-driver ID card New York offers:
REAL ID
A state REAL New York ID card allows you to board domestic flights within the US and enter federal buildings and military bases.
Enhanced ID
Enhanced non-driver ID card holders can enter federal facilities, board domestic flights, and travel to certain countries by land or sea without a passport.
Standard ID
A standard ID card is a government-issued photo identification card. However, starting on May 7, 2025, standard IDs cannot be used to enter federal facilities or board domestic flights. Residents will need a passport, enhanced ID, or REAL ID card to fly.
Documentation Required for REAL ID
The documentation requirements for a REAL New York ID card follow a points-based system. You can use the New York DMV online portal to find out which documents you need.
Proof of Identity
You’ll need 6 points' worth of proof of identity documentation. Accepted documents include:
- U.S. Passport (current or expired for less than 3 years) – 4 points
- Certificate of Citizenship or Naturalization – 4 points
- Permanent Resident Card – 4 points
- Current NYS driver’s license or learner’s permit – 6 points
- Foreign Passport with a valid visa and Form I-94
- U.S. or NYS birth certificate – 0-4 points
Proof of Residence
You’ll need 2 proof of residency documents. Accepted documents include:
- Utility bill dated within the last 90 days
- Bank statement dated within the last 90 days
- Lease or rental agreement
- NYS mortgage statement or property tax bill
Proof of Social Security
You’ll need 1 Social Security original document. Accepted documents include:
- Social Security card
- W-2 showing your full Social Security number
- Pay stub showing your full Social Security number
Fees Associated with Different ID Types in New York
There’s a standard transaction fee of $5 via money order, credit card, or check. However, some additional fees apply for certain types of identification cards, and non-driver ID fees vary depending on age and status. An enhanced ID card carries an additional $30 fee.
All transaction fees are waived for those over 62 who collect Social Security benefits and show proof of Supplementary Security Income (SSI).
Renewal Process for New York ID Cards
Standard, enhanced, and REAL non-driver ID cards can be renewed online, by mail, or in person at a DMV office. You’re eligible for New York license renewal within one year before it expires and two years after. If you’ve changed your name, you’ll need to provide a marriage certificate or other official proof of name change.
Online
You can renew your ID online if:
- Your ID is not expired.
- Your photo was taken in the last 16 years.
- All your information is current and up to date.
By Mail
You can renew by mail if:
- Your photo was taken in the last 16 years.
- You mail a check payable to the "Commissioner of Motor Vehicles.”
- You provide documentation confirming changes in your information.
In Person
You need to visit an office if:
- You want to upgrade your standard ID.
- Your picture was taken over 16 years ago.

A standard ID card offers proof of identity in the US, allowing you to access basic services like proving your age or opening a bank account, but not to board domestic flights. An enhanced ID allows you to cross US borders by land and sea at specific entry points.
In order to enter federal facilities or fly domestically after May 7th, 2025, you will need a REAL ID card. However, it doesn’t allow you to cross land and sea borders like an enhanced ID.
